Progressive Property Management is a licensed brokerage under the California Department of Real Estate (DRE), with Garrett Brady serving as responsible broker of record. The company holds active membership in the National Association of Residential Property Managers (NARPM) and participates in committees and forums at the California Association of Realtors (CAR).
Scott founded the company after recognizing an underserved market: "accidental landlords" — real estate clients who purchased higher-value properties during the post-recession downturn and retained their former homes as rentals. These owners needed a different approach than what traditional management firms offered career investors. Progressive was built around tailored pricing, dedicated programs, and a distinctive single-point-of-contact model where licensed real estate agents are trained as full-service Property Managers handling everything from tenant screening and lease execution to vendor coordination, inspections, and ongoing owner communication.
In 2020, Scott launched Progressive Association Management after years of fielding requests from HOA boards. Today the division manages 228 community associations serving more than 14,786 homeowners. Each Community Manager is limited to no more than 10 associations or 1,000 owners, ensuring the responsive service that the industry consistently fails to deliver — industry research shows over 65% of HOA boards would not recommend their current management company. Progressive Association Management is now the fastest organically growing association management company in California, built entirely through referrals driven by documented, daily-verified service delivery. The company is an active member of the California Association of Community Managers (CACM).
